Steve Neff

Steve Neff brings more than 25 years of federal prosecutorial experience and deep expertise in complex criminal investigations. As an Assistant United States Attorney, he prosecuted hundreds of defendants involved in human trafficking, terrorism, public corruption, drug trafficking, and large-scale fraud.

Steve also served as the U.S. Department of Justice Resident Legal Advisor in the Republic of Georgia, advising government leaders and diplomatic officials on rule-of-law initiatives. His awards include the DOJ Director’s Award for Outstanding Performance as a Federal Prosecutor and the State Department Meritorious Honor Award. His expertise provides invaluable guidance regarding prosecution strategy, case development, and law enforcement partnerships.

Victor Lacey

Victor (Vic) Lacey is a veteran law enforcement professional with more than 30 years of experience in criminal investigations, task force leadership, and anti-human trafficking operations. He served six years in the United States Marine Corps, ten years as a California Highway Patrol Officer, four years as a Special Agent with the California Department of Justice, and eight years as a Special Agent Supervisor and Commander of state and federal drug task forces. He also served as a Human Trafficking Detective and was cross-sworn with the FBI conducting police corruption investigations.

Following his law enforcement career, Vic joined International Justice Mission (IJM) in Kolkata, India, where he helped lead rescue operations that freed more than 160 girls from sex trafficking. After returning to the United States, he directed investigative operations globally from IJM headquarters and has since consulted internationally on trafficking investigations, victim identification, and anti-trafficking strategy.

Jennifer Beagle

Jennifer Beagle is a nationally recognized survivor leader, aftercare advocate, and anti-trafficking educator. She serves as Founder and President of Her Hope Kentucky, a ministry dedicated to reclaiming, restoring, and empowering women and teenagers impacted by trafficking, exploitation, addiction, and abuse.

As a survivor of trafficking herself, Jennifer brings critical lived experience to Slavery No More’s mission and helps ensure that victim-centered and trauma-informed perspectives remain at the forefront of organizational decision-making. Throughout her career, she has mentored hundreds of survivors as they navigate recovery, restoration, and long-term stability.

Jennifer previously led nonprofit programs focused on residential recovery services, case management, and intensive outpatient support. She provides survivor-led, trauma-informed training to law enforcement agencies, schools, businesses, and community organizations. Her leadership has been recognized nationally, including receiving the FBI Director’s Community Leadership Award. Jennifer also serves as one of Slavery No More’s key aftercare and survivor-support partners in Kentucky, helping connect identified victims with trauma-informed resources and pathways toward restoration.

Melanie Martinson

Melanie Martinson is a cybercrime investigations expert and military and law enforcement veteran with extensive experience combating online exploitation and trafficking-related crimes. Most recently, she led a specialized cybercrime investigations team at Facebook. Prior to that, she directed cyber investigations for International Justice Mission (IJM), where she established the organization’s first anti-trafficking intelligence center.

Melanie has worked extensively with international law enforcement partners, including training authorities in Online Sexual Exploitation of Children (OSEC) investigations. Prior to IJM, she served as a Special Agent with both the NASA Office of Inspector General and the Air Force Office of Special Investigations, leading investigations involving cybercrime, identity theft, internet crimes against children, counterintelligence, and counterterrorism.

Matt Douglass

Matt Douglass serves as Vice President of Tax Accounting at KB Home and brings nearly three decades of experience in corporate finance, compliance, audit, risk management, and strategic planning. Prior to joining KB Home, he worked at KPMG in both tax and audit roles.

Matt provides financial oversight and business expertise that support organizational sustainability and responsible stewardship. He has also been an active supporter of anti-trafficking initiatives for more than a decade.

Michelle Conn

Michelle Conn is a nationally respected fundraising strategist and nonprofit leader with more than 35 years of experience in fund development, major gifts, strategic planning, and organizational growth. She is the Founder and President of MMC Consulting and serves as Director of Strategic Partnerships for International Justice Mission.

Michelle’s expertise in fundraising, board development, strategic planning, and nonprofit leadership strengthens Slavery No More’s organizational sustainability and long-term growth.

Jocelyn White

Jocelyn White is Co-Founder of Slavery No More and served as Director of Strategic Partnerships for International Justice Mission. Prior to her current role, she served as West Coast Director of Church and University Mobilization for IJM and previously worked as Operations Director for Westside Shepherd Church in Los Angeles.

Jocelyn is a frequent speaker on trafficking prevention, victim advocacy, and faith-based engagement. She has dedicated her career to mobilizing churches, communities, and strategic partners in the fight against human trafficking.

Peter White

Peter White is Co-Founder and Director of Slavery No More and has led the organization since its founding in 2011. He developed the organization’s investigative deployment model and assembled a multidisciplinary network of investigators, intelligence professionals, former law enforcement personnel, and strategic partners.

Since 2021, Peter has led numerous anti-trafficking operations across the United States and internationally. Prior to founding Slavery No More, he spent more than 20 years in the investment industry and helped establish major anti-trafficking initiatives including the Los Angeles Global Human Trafficking Conference and participation on the Los Angeles Regional Task Force on Human Trafficking.
